Ok I'm crazy. Do your wipers need to be operated by the motor for inspection? Or just operational? My point remove the motor for clearance, wipers still operate by the law. Then the interpretation of the law. Though it seems you solved your issue. I've ran my old 65 A body with wiper motor that quit in a storm not fun. Didnt have rainx to help.
