The documentation says that the VIN tag is a GTO, the question is how much of the car is a GTO?
Assuming there’s nothing illegitimate legally about the car then it just comes down to price. If it is as solid in the trunk as what I saw elsewhere on the car, then it’s worth something as a cruiser even with the suspicious story of what it is. But I do think, you have a legal grounds to go after them for your deposit if he did not represent, the car is having a tampered serial number and no certification/trim tag.
