Sam are you using these type of Viton valve seals?
A fellow I was doing some head work for and then later myself had a issue with these.
In total 3 different bags of these where bagged worng.
They where seals for 3/8” stem valves not 11/32”.
The proper seal will measure .311” or so on its ID if it’s the right seal for a 11/32” valve stem like you have.
Maybe your number 7 intake seal is one of these wrong ones?
