This the answer from Butler:
We can do the machine work and supply parts as needed but we are not doing any assembly work.
We can supply an unassembled short block kit using either your block or we can supply a core to machine.
As far as the heads that’s between you and your shop. We use only full bronze guides, PC type seals and new valves, springs, etc...
We are not big on trying to re-use gaskets but as you are the builder that’s your call to make.
If you would like an estimate to do either the short block kit or to do a long block kit and work the heads, we can offer either.
You just need to know which way you want to go and if you want to send the block or we need to supply one.

Since Butler is not going to build the short Block, then I have no alternative but to let a local shop do the Machining and assemble the parts, I will have to ask them about the parts they use and their warrantee? There is no way that I am shipping this short Block out to Butler without a complete job done in return and their taking responsibility for their work. I need to compare the parts between the two options.
