There is a chart in the "GTO - A book of information 1964-1970" (which is essentially a collection of photocopied documents/brochures from Pontiac) that shows the steel wheel colors for 65 based on body colors, but have not seen a similar chart for 66.

I strongly suspect a barrier blue car would have come with black steel wheels when equipped with poverty caps. Fontaine Blue would seem to be the only other viable candidate, and in 65 it was only used on Fontaine Blue cars (and not on any of the other blue/bluish colors).
