Leak down test
have seen this happen a few times in my life. Two main issues that were found were
1. The rubber plugs in the valve cover breathers were not cut open.
2. one piston ring was missing or broken.
Number 2 is most likely as it is blowing the dip stick up.
Please do a leak down check on all cylinders. If all are good then the problem is up top.
