Not sure how you would do that, other than using some type of adhesive. And that may compromise the adhesion.

Not sure it would make any difference either, but doubt it. I think it's there to allow application, as well as prevent the oils of the tar mat from bleeding through, though suspect it does provide some type of barrier benefit.
