Like you I have a 69 Firebird and had the same problem. In my opinion a washer especially a small one that does not support the entire surface area of the rubber mount is not good enough. Maybe you could find a large washer maybe 1.5 inches in diameter that could work. It would need to be at least .125 thick to raise the motor enough. I decided to use a steel plate that I cut to be the same size as the mount and drilled a hole in the correct location. I know that’s not what you want to hear but it’s the best way. You could get by with a hack saw, drill bit and a round file and get it done or maybe a steel shop could fabricate it for you for a small fee.
