Unfortunately I think it may be a problem getting this to fit a 2nd gen bird. The way the nose slopes down at the front leaves little room.
On my 70 Formula, with the stock 1 1/2” drop base air cleaner, I measure 8.25” from centerline of upper water pump bolts to the top of the air cleaner.
Using wadded aluminum foil on top and closing the hood, I measure about 9.0” max clearance from water pump bolts.

*edit. That 11.25” measurement seems really high. Are you 100% on that?
