Seems to be addressed. I decided to install an ignition switch from another car that was testing properly and the car in question now is sending the right voltage to the coil when running. I’m checking it periodically in case the problem is intermediate.
Therefore I suspect the ignition switch that was in the car (date code on it seems to indicate it was the original) had an issue. The first other switch I tried was a used one in my box of old steering column parts so maybe it was bad also. Once it’s clear from further driving and testing that this was the problem I’ll open up the other switches to see if there is something wrong. (I don’t want to open them for nothing because the 50 plus year old plastic will likely crack when you try to bend the metal tangs).
