First of all, are you sure your Office 2013 won't run on your new computer?
Log into your Microsoft Account, look at "Subscriptions", and find the "Products you've Purchased". When I look at mine, I still see Office 2013 and it appears it can still be downloaded:

I'm NOT an expert, but every license I've ever purchased from MSFT has been tied to my MSFT account and totally recoverable. I don't think you can even activate a license without having it tied to a MSFT account...
And I think you found the closest thing to the "old" Office suite that is available as a one-time purchase vs a subscription. Here is what I see on the MSFT site:

I'm not sure Office app licenses are "transferrable", which these may be suggesting. Personally, I would investigate with a healthy dose of skepticism.
