king, yes, it's kind of a weird license. In this case, purchased by a government entity. Requires no activation, just the physical media. It's a variation of the Enterprise Edition that I think is only available for government purchase.
I installed it back in 2007 on XP and it's worked perfectly on every windows machine and every windows flavor since then. Pretty impressive how good MS can do things when they have a really big customer.
But yeah, I'm guessing there are some limits in the EULA that I am exceeding
