Are you sure that's a cut wire? Not trying to be sarcastic. I have the same set up and I was at a loss until I read it was actually a "fiber optic" that goes to the ashtray in my case.
"The bulb in question is coming out of the harness near the gauges and the wire leading from the taped harness to the metal socket is maybe 6 inches long and is not long enough to get anywhere past the gage pods and instrument area"
