Ironically, I’ve seen that too on a small block Chevy. The pump was pressing against the heat shield below the carb. Made the pump delay squirting. It was surprising just a slightly thicker gasket fixed the problem.
Did you check for 12v to the dist? It’s possible the harness is wired for points and has a resistor wire for power? Maybe run a jumper wire straight from the battery. Also make sure the dist has a good path to ground.
