Sort of, it is half installed. The unit is completely installed in the cowl area. The wiper post on the drivers side is fine. When the cowl panel is installed, the pass side wiper post is not sticking out high enough to install the wiper arm. Since the car was just painted, I have not taken it apart to see what the issue is. My guess is the metal where the pass side post is connected is not flat. I will eventually take it off and see whats going on.
