Different opinions & ways to do this, personally I wouldnt put 2 coats of epoxy and the new paint on top of previous paint, will be very thick & could lead to problems. Epoxy over existing non epoxy paint/primer probably doesnt have much benefit either.
Sanding it down to at least the previous primer layer or fiberglass would be best, then use whatever primer/paint you want. But if you know or trust the previous paint, a scuffing & repair then a coat of a good regular primer would be ok since the previous primer/paint acts as a sealer.
