Default 1965 hardtop vent window question

I’m assembling a 1965 GTO hardtop, that I didn’t take apart. I’m currently installing the windows. The rubber seal for the vent window has a rubber flap at the bottom of it, where it meets the beltline molding. Is this flap supposed to tuck in behind the belt molding, or is it supposed to be on top?

On my ‘67 I tucked it in behind, but there was a lot of stuff that I probably didn’t do correctly on that car, and now I’m second guessing myself.

I attached photos of “flap out” and “flap tucked in”.
