Smaller displacement engines do need more SCR for low-end power, it can be at times a dance trying to get there for a street engine.

Spread bore carbs usually work better too for smaller displacement engines, since once you start turning RPM, they need more than what same-size square bore carbs can offer.

Multi-carbs work similar and is an option, but adds to the tuning puzzle.
