The VIN is good too , except in a case where owner requests not to.
I vote to sequence them by Zone as they are - further sequence each zone by order number.
for fake example :
02 - 00024
02 - 00037
02 - 00048
02 - 00059
02 - 00084
03 - 00019
03 - 00027
03 - 00099
03 - 00104
Easier to see the low and high per zone
