Rack and Pinion in a stock frame A-Body is a no-go. The bumpsteer the system creates is incredibly bad. You trade some upgrade in steering feel, for much worse handling.

If you're looking to spend that kind of money, give Lee Power Steering or Turn 1 a call and have a really nice steering box built for your application. You'll get 90-95% of the steering feel you are after without degrading the handling performance of the car.

Since it seems like you're on a bit of a budget as well. I would spend the money to rebuild the entire steering system, including call joints, tie rod ends, drag link and idler arms. I'd then look at the Borgeson steering gear, which is still a budget friendly part compared to the high end Lee or Turn 1 product.
