I will venture a guess that due to the 428s greater 4.00” stroke over the 400 and the bleed down of those veritable lifters once the oil warms up that your low end power and throttle response will be 7% better at minimum.
Have you been running vacuum advance with the 400?
If not be sure to do that and get 8 to 10 degrees of it into the 428.
