This was still going on when I was in Fallujah, Iraq 19 years ago. Only it wasn't a government program. You could order your car through a broker at the local MCX at a discount. It would be delivered to your hometown dealer when you rotated back to the states. Motorcycles were included too. IIRC, Harley had their own sales representative that floated between the bases. .
