That was a great question and I have the same issue with my 68 GTO.
I did buy a schematic for my GTO and did see that the horn relay and buzzer work together and I bought a new relay [ not installed yet]
and notice that the person before me said that the horn did not work they installed a new relay and looking at the AMES catalog a relay for an older GTO was used with someone's version of how to wire it [ not correctly] so now I know for sure the new 1968 relay is the way to go.
