The letter between C & V is the month. It appears to be a 'B' for February.
The year is a bit harder to figure out as the format is a bit different than the few that I have.
I'll take a stab at it and say 69 or 79 based upon the last number of the Harrison part number. 303010

And the hose clamp seems to have a B9 stamp.
