Sounds like everything in the back is grounding through the taillight harness or something is plugged into the wrong place. As posted above, check the grounds, often the ground wire is forgotten when things are bolted back together. Not sure what chassis work was done, but some of the best welders I've known were the worst at electrical work. If I remember right, rear harness goes down the floor pan, then up and over the rear wheel tub on the driver's side. Look for damage to the harness, harness pinched in the trunk hinge/bolts, and under the rear seat frames. Also any non factory splices that may have been pulled apart and need to be repaired.
