Could it be leftover MFG tooling? Could it be from a mandrel or some factory fixture that was used to carry cranks around or to locate the completed engine during the MFG process? The tool and die shop just threw a random washer on the end of the MFG fixture, and it happens to stick in a crank some summer day in 1969?
