Usually it's the owner, not the animal. My experience has been that mean people have mean dogs. They take pride in it. The lower functioning the person, the meaner the dog. Generally, they have criminal records, so they can't own GUNS---- a big mean dog is the next best thing. If you are going to wield any form of weapon, you must be held responsible for the consequences.
