I have been using a self-etching zinc primer by Rust-Oleum (rattleball #249322) for certain things for about 10+ years now. It works nice and you can topcoat it without sanding. Or let it cure , then sand it , and paint it.
Sells at walmart and lowes hardware for about $5 a can.
If the wheels were sand blasted with coarse grade sand, they might need an additional primer on top of the self-etch.

You can top coat it with primer without sanding....but top coating a Zinc self etching primer with color is not good. Both DuPont and SEM self etching primers cannot be painted over....just read the directions to make sure.
