Yes, You are correct. It was 1965 vs 1966 but might have also been it a B-car sales brochure.

Yep, when the center carb closes quickly, the incorrect locations allow the plunger to come out of the tube,
fall down, (and wedge) the secondary carb throttle blades open when it locks into the heat riser cross-over passage.
