The stick says OER. OER is a parts reproduction company. You can buy OER parts in the Summit Catalog and from various restoration parts suppliers.

Many of these parts vendors buy discontinued, obsolete, and excess inventory from closed dealers and liquidators and resell them. In the early 80s through the mid 90s a lot of the stuff I bought from Ames and Year One was OEM/GM, still in the original packaging with the vendor simply slapping their label and part number on it. I believe that is still the practice today as some of the catalog items are listed as GM.
I had an 87 TransAm/GTA and I have an 89 GTA; I purchased both cars new. The OEM wheels were made in Japan.
