I lifted my for Edge with three blocks (pinch weld block on top).

I did not measure the height but assume it did lift it at least the 21" or so.

Yes it most diffidently needs to be on a level ground. But as you can see I did use it out on the asphalt driveway. I would not want to leave sit out on asphalt for a lone periods of time thou. Concrete no problem...
