I'll disagree a 5/16 will work at 400 HP. Even my 180 HP 78 400 with a mild cam change started running out of fuel with a 3/8. Had to add a small pusher pump. Adding a 420 HP 455 finally had to go to electric pump and finally 1/2" to the carb. Still has stock tank and 3/8 pickup and can run int he high 10s @124. And electric pump is not below the tank about half way level.
