I have a '67 GTO with the factory disk brakes and every (factory) Rally I I've ever fit to the car had zero clearance issues with the calipers. The Rally I wheels I tried ranged from the early versions with no code to the later ones with the two letter KA stamp. I once also tried a re-pop 14 x 6 Rally I wheel and it too fit with no problems.
The only Rally II wheels (14 x 6) that I can confirm fit from my experience is the JC and JA code wheels.
Of the several code Rally II 14 x 6 wheels made after 1970 or 1971 that I've tired, none have fit and required 3/16" to 1/4" spacers.
I've never tried 15 inch Rally II wheels.
