I just fitted a Sniper 2 to my 389 '66 GTO and got it running today. Just used the hand held to build the initial calibration and it fired straight up cold and hot without issue. My battery voltage drops to about 10.5V when cranking but I have pulled the resistance wire completely out of circuit and replaced the wire with a 16AWG wire.

Out of curiosity, what fuel pump are you running and what fuel pressure? Does your pump have a check valve in it to hold residual line pressure? I ended up putting a Holley muscle car drop in fuel pump in mine and it holds 60psi line pressure rock solid and when the car is off will hold about 20-30psi and will gradually bleed off over the day. But the minute I key it on it's straight to 60psi during pump prime.
