The factory literature I have for 1967 specifically says you can only get 14" Rally IIs on big cars without disc brakes or H-70 wide oval tires. 1969's literature calls out that 15" Rally IIs for big cars are new for that year. I don't have definitive literature for big cars in 1968, but the language of 1969's catalogs indicates that it was "new" to get 15" 5 on 5 wheels then, so I presume that 1967 and 1968 you were not able to get disc brakes and Rally IIs from the factory (the "Disc" caps that came in 1967 were also no longer available then either). This is with the obvious caveat that factory pre-printed literature is not to be 100% trusted, but over these 3 years I think it's a pretty safe bet that factory 15" disc brake Rally II cars were not a thing until 1969 at the earliest (definitely by 1971).
