Scott, actually, I don't think this GT-37 came with them, though, I'm not 100% positive about that (maybe Mike Robinson knows?). My '70 RAIV/M21 GTO didn't have any on it either, but I bought that car back in 2000...so who knows what was done to it before I got it. IIRC, the braces were added to the A-body stick cars to help prevent the rear crossmember from cracking, or something like that. The brackets connect from the front lower trailing arm bolt up to the front upper trailing arm bolt (see the better pictures) and do triangulate the suspension. It looks like they would do strengthen the upper crossmember, especially with axle wind-up/wheelhop with a stick car.
