I think you will be fine drilling into the steel outer portion but the part the car sits on is often cast- I would be concerned about compromising the integrity of that piece drilling into it.
What is your concern? I don’t see how they can slip once the weight of the car is on them?
I did have an old pair of my dads where the entire item was made of steel. Those had pins at different heights
