I believe one way is to buy plastic numbers the size you want/ need, then impress them in clay type epoxy after you have coated them with mold release agent, and allow the epoxy to harden,

After that remove the plastic letters and then coat the mold you just made with the release agent , and use ciramic epoxy to fill the mold.

After that hardens now you have the numbers or letters you need, just use the ciramic epoxy to put them where you want.
