I repaired the cracks in the steering wheel on my '66 Ford F100 with PC7 epoxy and then had it repainted by the body shop with the same base coat/clear coat paint they used for the body, since on those trucks that was the color used for the interior parts as well. That doesn't directly answer your question, but I wanted to point out that the automotive paint will hold up well on a steering wheel.

Auto Color Library has the old PPG paint chip charts for 1968-1969 cars, and on the second page they have the paint codes for interior parts. A good auto paint supply store should hopefully be able to match up the codes to modern paints.
