Default Where to cut quarter

my 1971 lemans convertible had a lot of bondo in the rear quarter panel.
There is rust behind the wheel, and pretty big dents there too. There is also rust through in the wheel arch. There are also some holes and dents in the body line that runs just over the wheel arch.

I have an aftermarket quarter replacement panel and I was thinking about just cutting it up into patch panels . My concern is that if I try to cut a patch for the wheel arch it will have to blend in perfectly to the main body line.. My welding skills aren't the best, so I am worried that I will distort the main body line.

How would you patch this? Would you replace everything under the body line or would you just cut patches as small as possible to remove the rusted areas and then weld up the extra holes/ dents, etc.
