I'd consider 14.9 to be lean by a little on gasoline. (Just a little with stoich being 14.7) Do you have some reason to suspect a faulty O2 sensor? What kind of vacuum does this engine pull at idle? If you could post a datalog, I'm sure some of the folks here with the Holley software will take a look and help. If you have a low vacuum situation you may need some manual tuning of the idle area. You can have a situation where the O2 sensor gets "fooled" if things are way off. Also any exhaust leak ahead of the O2 sensor will cause problems.
