Here is an update.
I gave up on that auto electrician as he suddenly wasn't contactable. I found another not far from work. I took the car to them last Friday and they checked the electrical current in the radiator and said it is very minimal. The radiator is correctly grounded.
They said the coolant may be a conductor and after I said the ratio was 90% coolant, they asked if I could dilute it to about 50/50 and they will retest it. I will do it this week and have it booked with them next week for the recheck.
