Looks like a terminal block of some sort, but looks like at least one of the plug in wires on the left is black colored which would be a ground.

The bigger threaded stud looks like what was usually placed on left splash panel as a junction block for battery cable. Usually, a cable from the battery and then another cable on to the starter. But one would then expect similar but smaller stud for as a junction for the starter wire to the solenoid from the ignition switch. I don't see such a small stud. Normally the two smaller wires you have would be for a horn relay. However, what looks like an overheated plastic cover in the picture is not right for the horn relay. Maybe if your car was originally an export version the wiring is a little different than domestic cars I'm accustomed to.

^ ^ ^ . . . .what he said….

You may or may not have the smaller stud.
Should look like this.

Is it Pontiac powered? If it’s a Chevy drivetrain import, it’ll be different.

I think what he has is an old after market horn relay. My grandson bought a 1964 GP with one. Instead of the metal cover it has a black plastic one.
