Default 70 Center Body Mount

I have removed the front frame assembly and in the process of prepping for sandblasting. In the inspection of the undercarriage I see that the center body mount locations, on the fire wall, are cracked and rusted through. I also see that they are depressed up inside the mount from the weight of the car. My question is, is the bottom portion of the body mount that the frame bushing sits on, suppose to be flush with bottom of the body mount itself. I plane on fabricating them at home.
