That's how it's supposed to work. What model/year is your car?

Correct, thus why they are called PARKING LIGHTS and not DRIVING LIGHTS.
Designed to warn on coming traffic you are not moving.

If you do a search for parking lights and on 2nd page you will find a post about this, you can jump some terminals at headlamp switch to make park lights come on with head lamps. But ya this is the way they were made. Here's the post about it.

Yes they were made that way. But they were set up to have the parking lights on with the headlights on as far back as 1965, maybe 64 also. The Feds make it mandatory in 1968 as a safety feature. That's the reason I did it with my 66.

My 67 GTO was the 1st year I know that they came on & stayed on when the headlamps were on. But I do know that even J.C. Whitney use to sell a part that kept them on when the headlamps were on. We use to do that change over on most all the cars back then. But the 1st year I can remember they were on was again my 67 GTO. Than all after that.
