Oh what fun! I'm sure there were some choice cuss words on that one.
Accessing the broken bolt and removing it from the bottom might be a waste of time. Chances are, that if the bolt is rusted to the snapping point, the nut is permanently frozen to the bolt. Getting access to the bolt will only cause the "caged nut" to spin.. then where are you? You are going to probably have to cut down from the top to access the bolt itself. If you can locate the bolt looking down at the floorboards, then cut around three sides, bend the metal back, remove the caged nut/snapped bolt together, and replace with a new one. I'd strongly suggest welding the new bolt in place to prevent it from spinning in the future. Best of luck to you, -Matt
