Default Axle retainer problem?

I am replacing the axle bearings on a 66 rear end and just noticed that the outer retainer plate on one side does not match the plate on the other side.

The outer axle retainer plate on the left side is flat all the way around on the mating surface with the axle housing flange, but the retainer plate on the right side is designed wiht a 3/4 inch jog-out on the bottom that looks like it will prevent an air tight seal with the axle housing flange. Does anyone know why these two outer axle retainers are different?

one may have been replaced. does not need an air tight seal. Retainer is not there to hold fluids in.

Also, I just found out that the 1965 outer retainer plates are the ones that are dished out on the bottom. The 1966 plates are flat.
