Yes he can ! Coz i had the exact same issue with them stock nuts. !

Just for clarification, I have stock 093 heads and I'm going to put the rockers back on this weekend. I'm using the stock rockers, springs, and nuts. I can just torque down the crimp style nuts to 20 ft/lbs without worrying about TDC, is that correct? Thanks,

yes, correct. if the heads & block arent milled to change the factory dimensions the 20lb/ft rocker tightening just puts the lifter where it should be for preload.
