Did your car originally have the retractable belt?
I'm never seen one, so no help. I do know they are different than the ones for the front seats.

Those belts have the hook up for the shoulder belts (fronts). Pictured is a '74, but '73 should be the same.

For some reason, I thought OP was working on a '73. My info isn't right for him.

Is the carpet making the belt housing tilt inward too much?
Trim the carpet away from the mount?

71 F body deluxe seats are comfort weave insets and are ivory color.
72 F body deluxe seats are perforated insets and are white color.

I was going to say that from the factory there was no carpet under the seat;
It went up over the lip, but did not extend that far back. (I believe I photographed my cars carpet install before replacing the carpet in the early 2000's) It seems that most people leave the carpet there - and this shouldn't be a bid deal... I do believe that the seat rear bottoms which had retractable (male) belts had indentations to clear the retractor - but I do not believe that the cars which had a standard length belt (as '71 ect would have had) had these indentations; I would think the seat should still fit, but might be a bit tight. Another question; If you have left carpet under the seat bottoms; Have you omitted the vinyl between the seat bottoms, or placed the vinyl (presumably with burlap backing) on top of the carpet? adding material on the driveshaft hump, as well as adding retractable belts may only compound your problem.

With those buckles on the rear lap belt, should this car have had the rare rear seat shoulder belts?

I have pictures somewhere, but as I recall the rear shoulder belts were essentially the same as the front shoulder belts;
The interlocking belts were 1972.5 & 1973; I do not know if the rear belts were offered during that time.
