Pontiac - Street No question too basic here!

I have an edelbrock 750 manual choke thats about a year old and it is pouring fuel out of the ports were you change the metering rods and springs. Being a novice when it comes to carbs, my guess is stuck floats. Does this sound right and if so, how would I fix this?
